Panel OKs stricter dispensary rules – U-T San Diego

DOWNTOWN SAN DIEGO — Medical marijuana dispensaries in San Diego may face new restrictions on deliveries, background checks and product quality.

The City Council’s Public Safety and Livable Neighborhoods Committee unanimously approved a long list of tighter rules for dispensaries Wednesday, but the full council must also approve the new regulations before they can become law.

The proposed new rules come just over a month after the City Council agreed to let a limited number of dispensaries begin operating legally later this year.

The ordinance approved by the council last month governed where dispensaries could open. The rules proposed Wednesday would amend a separate ordinance governing the operations of the businesses.

The tighter restrictions would require drivers making deliveries to have a county-issued identification card, originate all deliveries at the cooperative and carry only marijuana labeled for a specific patient.

The proposed changes would also allow the city to test a dispensary’s marijuana at any time for pesticides, mold, mildew and other bacteria. Dispensaries would also be encouraged, but not required, to put labels on their products saying how potent they are.

The revised rules would also require background checks for all dispensary operators, and allow the city to revoke a dispensary’s safety permit for noncompliance with any city regulation.

The proposal will be reviewed by the City Attorney’s Office and be brought back to the committee at a hearing scheduled for July 16.

Meanwhile, city officials are scheduled to begin allowing people to begin the application process to open a dispensary next Thursday.
